The City of Seattle is directing climate mitigation investments to underserved communities through the Green New Deal Initiative. The Green New Deal was established by a Resolution and Executive Order in 2019 and funded by the City's Payroll Expense Tax.

The Green New Deal includes:

  • building performance standards, with support prioritizing buildings in or serving frontline and BIPOC communities
  • rebates for electric heat pumps for homeowners and renters
  • incentives for heavy duty vehicle electrification
  • workforce development for a just transition to fossil-fuel free economy
  • an environmental justice fund for community-led solutions to health inequities

These programs may be useful to other local actors seeking to implement similar decarbonization programs, or seeking to center underserved or overburdened communities in their mitigation efforts
