Why This Guide Matters Right Now
Climate mobility presents both challenges to prepare for and opportunities to build upon. Some communities may experience repeated disasters, displacement, and population loss. Others may receive new residents relocating from climate-impacted areas, bringing population growth and changing demand for housing, infrastructure, services, and community support. Local governments have an important role in preparing for how changing climate risks and population patterns may affect the people, places, systems, and decisions within their communities. Recognizing this emerging need, ICLEI USA launched the Climate Mobility Municipal Cohort in 2025 to help local governments build knowledge, share experiences and best practices, and explore practical approaches to climate mobility planning. This guide draws on the inaugural cohort’s knowledge, experiences, and lessons learned, and reflects ICLEI USA's vision for all communities nationwide to have access to resilient, equitable, and welcoming climate mobility infrastructure.
